Когда я читаю этот комментарий в авторизованном состоянии, то действительно, всё правильно — отображается правильное московское время. Но стоит сделать Log off, и получается 15:04 UTC, что неверно, поскольку 19:04 — это 16:04 UTC.

UTC не переходит на летнее время, так что и в данном случае всё верно. В общем, до обнаружения новых проблем снимаю своё замечание.
